Equal Student Exchange (ESE) is a volunteer-based student network which provides free information about student exchange and study overseas opportunities.

Focusing on providing information to students from developing countries, ESE acknowledges the financial and organisational obstacles these students must often come to face. It is the belief of ESE that both universities and students can benefit through international engagement. A more culturally diverse range of international students will contribute to the continued exchange of knowledge, ideas and culture between different universities and countries.

The volunteers of ESE recognize the importance of establishing enduring educational, cultural and professional links through student exchange.

Erasmus Mundus - PANACEA Project


Erasmus Mundus Panacea Program

It's been a busy year but we hope that Equal Student Exchange (ESE) subscribers have benefited from all the information shared in 2013. Your feedback and suggestions are heard, appreciated and acted upon. As a result, the final article for ESE in 2013 shares information about the Erasmus Mundus Panacea Project. In essence Panacea is a scholarship / mobility program for students from developing countries in Southeast Asia to study in Europe. This round of applications which opened in November 2013 and will close in February 2014. This will be the second round of the Erasmus Mundus Program.

Besides organising and contributing to international equal student exchange fairs in developing countries as well as sharing information through social media and this blog, this year, the ESE community engaged with students from developing countries in a range of other ways.  

In 2012/2013, ESE helped students in their applications resulting in their successful selection for the ongoing 2013 program. ESE hopes to continue to help students from lower-socio economic, disadvantaged communities in developing countries reach their full potential through information and advice as part of an equity-based approach.

A complete list of the objectives of the European Commission Program called "Erasmus Mundus" can be found in the "Erasmus Mundus 2009-2013 Programme Guide", as provided by the European Commission. 
In essence, Erasmus Mundus is a cooperation and mobility program in the field of higher education.
Some of the more specific objectives of the Erasmus Mundus Program, in line with the principles of Equal Student Exchange, include

1) The promotion of mobility both for students, researchers, academics and administrative staff from third-countries, especially from vulnerable groups, selected on the basis of academic excellence, to obtain qualifications and/or experience in the European Union.

2) To contribute towards the development of human resources and the international co-operation capacity of higher education institutions in third-countries through increased mobility streams between the EU and third-countries in accordance with the principles of equal opportunities and non-discrimination.

Geographical and Thematic area
The geographical aspect is important, localized South-East Asia. The Asian universities are located in Myanmar, Cambodia, Vietnam, Laos, Thailand, Indonesia and China. This aspect is for sure one of the main strengths of the consortium

The thematic areas of PANACEA are clearly defined : Man, Health, Environment, Bio-Diversity 

The European universities are located all over Europe: Belgium, Italy, Greece, Spain, France, Sweden, Finland, Poland and Lithuania
Mobilities are open only to Master, Doctorate, Post-doctorate and Staff level.
For example :
  • People who have been, for unjustified reasons, expulsed from university on racial, ethnic, religious, political, gender or sexual orientation;
  • People who belong to an indigenous population targeted by a specific national policy or IDPs (Internally Displaced Persons);
  • People having a refugee status or asylum seekers (international or according to the national legislation of one of the European recipient countries);
  • People suffering from a disability constraining their academic activity.



Panacea Project is an Action 2 Project funded by the European Commission. These kinds of programs aim to promote institutional cooperation and mobility activities between Europe and third-country Higher Education Institutions (HEIs).
The project aims to setup academic and staff mobility between universities from Asia:
Students from these partner countries are provided with the opportunity to apply for study within a range of European universities. Study and occupational levels may include Undergraduate, Master, Doctorate, Post-doc and Staff.


The Consortium
The consortium is composed of 10 European universities and 10 Asian universities. All partner universities of the consortium offer sponsored study programmes, scholarships and training for students from developing countries.

Frequently Asked Questions (FAQ) relating to the Panacea Program

Language Requirements - Each university states which languages they offer and which languages certificates are required to be uploaded.


There are three Target Groups for mobility flows. To find out to which Target Group you belong, please read carefully at “Target Group” definition, detailed on "Panacea project" here

  • Mobility are implemented exclusively between European universities and Asian universities (no mobility within the European universities or within the Asian universities)
  • Mobility are one-way planned (from Asia to EU)
  • PANACEA programme began on July the 15th 2012 and will finish on July the 14th 2016 (48 months). One cohort is planned for this project
Target Groups
The European Commission has identified several Target Group (TG) in the frame of the mobility organisation for Asian country grantees:
Asian country grantees:
  • TG1 - National of Myanmar, Cambodia, Vietnam, Laos, Thailand, Indonesia, China, who are registered as students or employed as staff in one of the PANACEA partner universities. Mobility are open to all academic level (Undergraduate, Master, Doctorate, Post-doctorate and Staff). Undergraduate students must have successfully completed at least one year of studies in their home institution;
  • TG2 - National of Myanmar, Cambodia, Laos, Vietnam, Mongolia, Indonesia, Thailand, China, Sri Lanka, India, Malaysia, Maldives, Philippines, North Korea who are currently registered in a higher education institution of these countries that is not included in the PANACEA partnership.
  • TG3 - National of Myanmar, Cambodia, Laos, Vietnam, Mongolia, Indonesia, Thailand, China, Sri Lanka, India, Malaysia, Maldives, Philippines, North Korea who are particularly in vulnerable situations, for social or political reasons.
TG3 Mobilities are only open to Undergraduated, Master, Doctorate level for PANACEA project!




The call for applications is open from November 20th 2012 until February 15th 2013.
